1. 項(xiàng)目介紹Introduction

******有限公司(下稱“南航通航”)現(xiàn)公開采購1架滿足本《競價(jià)邀請(qǐng)》要求的、適航的非全新西科斯基S-92A直升機(jī),并邀請(qǐng)具備條件的供應(yīng)商提供報(bào)價(jià)方案。
China Southern Airlines General Aviation Company Limited (hereinafter referred to as “CSAGA”) invites qualified suppliers to submit a Proposal for the supply of one (1) used airworthy Sikorsky S-92A?helicopter fully compliant with the requirements outlined in this Invitation to Bid?(ITB).

2. 采購范圍Scope of Procurement

2.1 直升機(jī)配置Helicopter Specification
南航通航擬采購一架非全新西科斯基S-92A直升機(jī)。在直升機(jī)配置方面沒有特別要求。
CSAGA intends to procure a used Sikorsky S-92A helicopter without any specific configuration requirements.

2.3?Minimum Technical Requirements
l?直升機(jī)在運(yùn)行過程中未發(fā)生過任何導(dǎo)致直升機(jī)結(jié)構(gòu)或飛行特性發(fā)生改變、需要重大修理或更換損壞部件的事故或事件;
The proposed helicopter must have no history of accidents or incidents that resulted in any significant structural damage, adverse impact on flight performance, major repairs, or critical component replacements during its previous operation.
l?直升機(jī)機(jī)身、發(fā)動(dòng)機(jī)及其他所有部件(包括所有任務(wù)設(shè)備)需保證在交付日期之后的300飛行小時(shí)、300循環(huán)和210天內(nèi)無需進(jìn)行定檢、大修和更換;
The airframe, engines, and all components (including mission equipment) must be free from any scheduled inspections, overhauls, replacements, or maintenance requirements for at least 300 flight hours, 300 cycles, or 210 days following the Delivery Date.
l?直升機(jī)和部件的小時(shí)或日歷維護(hù)間隔需按照航空器或部件維護(hù)手冊的要求執(zhí)行;
All applicable hourly and calendar-based inspection intervals must comply with the requirements specified in the Aircraft and Component Scheduled Maintenance Check programs.
l?直升機(jī)在交付時(shí)需處于適航狀態(tài),所有適航指令、必做服務(wù)通告已全部完成。
All relevant Airworthiness Directives (ADs) and mandatory Service Bulletins (SBs) must be fully complied with, and the proposed helicopter must be delivered in an airworthy condition.

Delivery Date: Q4 2025
l?******管理局/歐洲航空安全局頒發(fā)的出口適航證或其他中國民用航空局可接受的同類證書、以及所有原始設(shè)備制造商文件資料一并交付。
Helicopter to be delivered with FAA/EASA?Export Certificate of Airworthiness or similar certification acceptable to CAAC and all OEM documentation.

4. 報(bào)價(jià)方案格式Structure of Proposal to be Submitted
?
4.1 報(bào)價(jià)文件Pricing Document
所有報(bào)價(jià)必須以美元(USD)為單位,并應(yīng)包含由非中國主管機(jī)構(gòu)征收的所有適用稅費(fèi)和關(guān)稅,以及從境外航空管理機(jī)構(gòu)獲取中國民用航空局(CAAC)認(rèn)可的證書(包括但不限于適航出口證書)所產(chǎn)生的相關(guān)費(fèi)用。本次《競價(jià)邀請(qǐng)》附帶《報(bào)價(jià)文件》模板。感興趣的供應(yīng)商須填寫并簽署該報(bào)價(jià)文件,并在提交前將其轉(zhuǎn)換為常用的加密格式(如PDF、ZIP、RAR等)。
All prices must be quoted in USD and must include all applicable taxes and customs duties imposed by non-Chinese authorities, as well as any fees associated with obtaining certificates recognized by the Civil Aviation Administration of China (CAAC) from foreign aviation authorities, including but not limited to the Export Certificate of Airworthiness. A Pricing Document template is attached to this ITB. Interested suppliers are required to complete and sign the Pricing Document, then convert it into a commonly used encrypted format (e.g., PDF, ZIP, RAR) before submission.

4.2 供應(yīng)商對(duì)直升機(jī)處置權(quán)的證明Suppliers’?Rights to Dispose the Aircraft
供應(yīng)商須提交營業(yè)執(zhí)照、公司注冊證明、商業(yè)存續(xù)證明或其他可證明其法律主體資格的正式文件。此外,還需提供能證明其擁有擬報(bào)送直升機(jī)的所有權(quán),或有權(quán)代表所有權(quán)人處置該直升機(jī)的相關(guān)證明文件。銷售代理可代表不同所有權(quán)人提交多架直升機(jī)的報(bào)價(jià)方案,但在此情形下,代理人必須分別獲得每位所有權(quán)人的授權(quán),并對(duì)每架直升機(jī)分別提交獨(dú)立的報(bào)價(jià)方案。
Suppliers must submit a business license, certificate of incorporation, certificate of commercial existence, or any other official document that verifies their legal status. Additionally, suppliers must provide documentation that either proves ownership of the proposed helicopter or confirms they are authorized to dispose the helicopter on behalf of the owner. A sales agent may submit proposals for multiple helicopters on behalf of different owners; however, in such cases, the agent must obtain separate authorization from each owner, and each proposal must be submitted individually.

4.3 直升機(jī)信息Aircraft Information
供應(yīng)商須提供直升機(jī)的詳細(xì)配置清單,包括航電設(shè)備和任務(wù)設(shè)備清單。此外,還需提供現(xiàn)有的國籍登記證、適航證和無線電臺(tái)執(zhí)照復(fù)印件。
Suppliers must provide detailed technical specifications of the aircraft, including a list of avionics and mission equipment. In addition, copies of the current Certificate of Registration, Certificate of Airworthiness, and Radio Station License must be provided.

4.4?部件狀況報(bào)告Component Status Report
供應(yīng)商須提交一份當(dāng)前的部件狀態(tài)報(bào)告,詳細(xì)說明壽命件的使用情況以及所報(bào)送直升機(jī)各項(xiàng)定檢的完成情況。
Suppliers must submit a current Component Status Report that details the usage of life-limited components and the completion status of all scheduled inspections for the proposed helicopter.

4.5?主要改裝與重大維修記錄Key Modifications and Major Repair Records
如適用,供應(yīng)商須針對(duì)所有改裝或設(shè)計(jì)變更提供所有經(jīng)FAA、EASA或其他航空主管機(jī)構(gòu)頒發(fā)補(bǔ)充型號(hào)合格證(STC)。同時(shí),還需提供自該直升機(jī)自原始設(shè)備制造商交付以來所執(zhí)行的所有重大維修記錄。
Suppliers must provide a list of all modifications or design changes for which Supplemental Type Certificates (STCs) have been issued by the FAA, EASA, or other equivalent authorities, if applicable. Records of any major repairs performed since the helicopter was delivered from the OEM must also be included.

4.6?重量與重心記錄Weight and Balance Record
供應(yīng)商須提供直升機(jī)最新的重量與重心報(bào)告。
Suppliers must provide the most recent weight and balance report of the proposed helicopter.

4.7?飛行記錄Flight Logs
供應(yīng)商須提供最近三頁經(jīng)由機(jī)長與當(dāng)班維修人員簽字確認(rèn)的飛行記錄。
Suppliers must provide the latest three flight logs, each signed by both the pilot-in-command and the maintenance personnel on duty.

4.8?發(fā)動(dòng)機(jī)功率檢查報(bào)告Engine Power Assurance Check
供應(yīng)商須提交最新的發(fā)動(dòng)機(jī)功率檢查結(jié)果。
Suppliers must submit the results of the most recent engine power assurance check.

4.9?振動(dòng)水平數(shù)據(jù)Vibration Level Data
供應(yīng)商須提供最近從直升機(jī)HUMS導(dǎo)出的主旋翼、尾旋翼、動(dòng)態(tài)部件及發(fā)動(dòng)機(jī)的振動(dòng)水平數(shù)據(jù)。
Suppliers must provide HUMS (Health and Usage Monitoring System) data showing the latest vibration levels for the main rotor, tail rotor, dynamic components, and engines.

4.10?維修保障計(jì)劃Maintenance Programs
如適用,供應(yīng)商須列明直升機(jī)和/或其發(fā)動(dòng)機(jī)當(dāng)前所參與的小時(shí)包修(PBH)計(jì)劃。
Suppliers must list any current Power-by-the-Hour (PBH) maintenance programs that cover the proposed aircraft and/or its engines, if applicable.

4.11?使用過航空器預(yù)檢單Used Aircraft Pre-Inspection Checklist
供應(yīng)商須填寫并提交本次招標(biāo)文件附帶的《使用過航空器預(yù)檢單》,并盡可能詳實(shí)地填寫直升機(jī)設(shè)備與狀態(tài)的相關(guān)信息。
Suppliers must complete and submit the Used Aircraft Pre-Inspection Checklist provided with this ITB. All relevant fields regarding the helicopter’s equipment and condition should be filled out to the best of the supplier’s knowledge.

4.12?直升機(jī)照片Helicopter Photographs
供應(yīng)商須提供直升機(jī)的高清照片,包括從前方、后方、左側(cè)和右側(cè)拍攝的整機(jī)照片,以及駕駛艙、客艙和貨艙內(nèi)部照片。
Suppliers must submit high-resolution photographs of the proposed helicopter, including full-body views from the front, rear, left, and right sides, as well as detailed images of the cockpit, cabin, and cargo compartment.

4.13?承諾函Letter of Commitment
供應(yīng)商須提供一份承諾函,確認(rèn)其所提交的與擬報(bào)送直升機(jī)有關(guān)的所有文件、材料及信息的真實(shí)性。本《競價(jià)邀請(qǐng)》提供了承諾函模板。
Suppliers must provide a Letter of Commitment affirming the authenticity of all documents, materials, and information submitted in relation to the proposed helicopter. A template for the Letter of Commitment is provided.

5.3 文件格式Submission Format
除本《競價(jià)邀請(qǐng)》另有規(guī)定外,報(bào)價(jià)方案無固定格式要求。郵件附件不得超過 20MB,如超過限制,應(yīng)將文件拆分并分別發(fā)送。為確保報(bào)價(jià)方案成功接收,建議供應(yīng)商在提交后主動(dòng)聯(lián)系南航通航專員(聯(lián)系電話:******)進(jìn)行確認(rèn)。未按時(shí)提交或在未經(jīng)南航通航專員確認(rèn)的情況下嘗試補(bǔ)交的投標(biāo)文件,將不予受理。
Unless otherwise specified in this ITB, there is no strict format requirement for proposals. Email attachments must not exceed 20 megabytes; larger files should be split and sent in separate emails. To ensure successful receipt, suppliers are strongly advised to contact CSAGA specialist at +86-756-****** after submitting their proposal.?Late submissions or attempts to remedy unsuccessful submissions without prior confirmation from a CSAGA specialist will not be accepted.

5.4 報(bào)價(jià)文件解密Pricing Document Decryption
報(bào)價(jià)文件的解密密碼應(yīng)在北京時(shí)間?2025年8月12日15:00至8月13日14:59之間,通過電子郵件發(fā)送至指定郵箱地址。
The password to decrypt Pricing Document shall be emailed to the designated email addresses between 15:00, August 12th and 14:59, August 13th, 2025 (Beijing Time).

6. 評(píng)審標(biāo)準(zhǔn)Evaluation Criteria

報(bào)價(jià)方案將大致依據(jù)以下權(quán)重進(jìn)行評(píng)估:

7. 采購說明Terms and Conditions

l?南航通航沒有義務(wù)接受最低報(bào)價(jià)。
CSAGA is under no obligation to accept the lowest-priced proposal.?
l?南航通航保留在無需事先通知的情況下隨時(shí)修改或取消本次公開競價(jià)的權(quán)利。
CSAGA reserves the right to modify or cancel this tender at any time without prior notice.
l?所有與本次公開競價(jià)相關(guān)的溝通必須僅限于指定聯(lián)系人進(jìn)行。
All communications regarding this tender must be directed exclusively to the designated contact person.
l?南航通航可要求任何供應(yīng)商提供額外信息,以澄清其報(bào)價(jià)方案內(nèi)容。
CSAGA may request additional information from any suppliers?to clarify the details of their proposal.
l?所有報(bào)價(jià)方案自提交截止日起至少需保持120天有效。
All proposals must remain valid for a minimum of 120 days from the submission deadline.
l?南航通航保留與中選供應(yīng)商就其報(bào)價(jià)方案內(nèi)容進(jìn)行協(xié)商的權(quán)利,以便更好地滿足其技術(shù)、商務(wù)及價(jià)格要求。
CSAGA reserves the right to enter into negotiations with the selected supplier to adjust the proposal in order to better meet its technical, commercial, and pricing requirements.
l?南航通航有權(quán)就最終直升機(jī)采購協(xié)議的任何條款和條件與成交供應(yīng)商進(jìn)行談判。
CSAGA retains the right to negotiate any terms and conditions of the final helicopter procurement agreement with the successful bidder.
